Can i ask if the rule in russia is changing ? Once in the West the man used to pay for everything too, but when woman became paid the same (more or less) it was expected that as she earns the same, she has to pay her share as well.
Maybe on a first date etc, the man might still pay to show some ol-time manners, but after that the woman needs to show she is egalitarian and pull her weight too.

I personally always offer to pay when I go out with foreigners (they usually refuse - probably well trained by former girlfriends:) As well i think if man invites me to some really expensive place, then he probably can afford that and i wouldn't offer to pay.
When i was in long term relations, to be frank, i didn't offer to pay, when we went out. He was American guy with 10K USD salary, so he was paying all the time, which didn't seem to bother him. If his salary was more like mine, then i would probably also pay.
As for average salary, this will probably sound not nice, but i don't think either Lena or i would meet with the guy who is permanently getting so much lower salary than we do. Permanent salary like that would mean either 1) he is a student 2) he has lower education than i have (eg he is a driver) 3) he has a good education but he just didn't fit into this life. In cases 1 he is probably too young for me, in case 2 he is not the right person for me (though he can be very nice), as i need someone who will be better or at least not worse than i, in case 3 - he is a looser, which is very sad.
If you are dating with girl and all what she wants is to go out to restaurants and bars every evening, i would start thinking, what exactly she wants from you and whether she likes to be with you there or she just likes to eat in nice places. Dinner at home can be as nice as in restaurant, sometimes even nicer.
So i think it is very individual and changes from case to case. But general rule is what i wrote. Maybe it will change, but not soon;)

With that "average" type of salary (29,860.2 RUB) in Moscow you won't be able to rent a decent flat + decent healthy food + buy decent clothes, i am not even talking about having kids... I could have told you, that money doesn't mean anything, but that wouldn't be true. I think that money is a very good thing, as it gives lots of opportunities, but i don't think that money can substitute other things, which are much more important.

Some of my experiences with Russian girls (and Russia in general):
Understand that Russian girls are culturally programmed to NEED a good man. There is a ton of pressure on them to find one. Compare that to the Western woman's attitude of 'I don't need no man!' All you have to do is be a good man and the girls will be competeing for you.
Whenever I was going to a city for the 1st or 3rd time some girl would ALWAYS volunteer to meet me at the airport. Often this meant they had to miss work or wake up way early, or stay up late when they had work early the next day, then take public transport for an hour then patiently wait for me at the airport. Even longer if the flight was delayed. Who doesn't like to have a beautiful smiling face great and hug them when they arrive? And then they would always arrange transportation in to the city (much cheaper than if I was to do it myself).
